Because last year was so dry, by the end of the summer the regular flow into the box was basically zero and the water in the tank was saved for emergency use. During thunder showers the box probably got some flow. Cumbres and Sublette tanks were also very slow to recover. And with the Osier tank being rebuilt, Los Pinos was the only tank we could really rely on, other than Antonito (city water) and Chama (pumped from the river). And the Chama tank experienced problems because of lower water in the river, beaver damns, and whatever.
