Why did Ward Kimball quit running the Emma Nevada?

I understand that Mr. Kimball stopped running the Emma Nevada in the early 1950's. What was the reason for this?
Photo was taken at Orange Empire Railway Museum a few months ago and was used to make the pen and ink drawing.
