Last time I was there, three years ago, Williams was nearly impassable due to mud. It is a "softer" route and unless things have been dry, it's not easy if not impossible. It may even have been closed by the Park Service.
Hancock pass, OTOH is passable and while it wasn't in the best of condition, it got you there. You also end up in what's left of Hancock, which is nice.
