The Central City engine belongs to a casino as sort of their mascot. They're unwilling to give it up.
The Idaho Springs engine belongs to the town and they also do not want to give it up. Also there have been reports (here) that they used to burn tires in the firebox to make smoke, and have in the process really boogered the crownsheet.
