The CHS is a free reign organization. The SHF(State Historical Funds)/CHS are supposedly under the oversight of the Dept of Higher Education, however they have no real authority to say or do anything about the SHF/CHS. And given the high society CHS board consist, no one at the Dept of Higher Education - or anyone else, would touch it with a 10-ft pole. We suspected that Owens chose not to do anything about it because he was diverting SHF funds to the restoration of the Capitol building without going through the granting process so he could get his name on the building before he left. We definitely have a better shot with Ritter. A few hundred nice letters to him might help.
