Durango has the D&S Railfest operated by the railroad. I am not aware of the Cumbres and Toltec doing any festival of this type!!!
The city of Galesburg, Illinois used to have a Railroad Days with support of BN(BNSF), but I do not think they have it anymore.
Try google and you might find a few more out there.
There is also the thing in Mt. Pleasant, Iowa once a year, but not sure if they call it a railfest!!!
