Ok, right click on desktop. Properties, settings, advanced, troubleshooting and give your hardware max accell. Cut down on amount of temp cache allowed. Cut down on History. Bring up your dial-up properties and see if there is a help section. Might have way to speed things up. You might also call your provider and ask. If all else fails, have another 512m of RAM installed. Have your phone co. check for noise on the line caused by A/C units and such. Other than that, satty or DSL/Cable/Wireless.
