Well guess we will have to disagree. Compression is based on the original file size.
I just checked with an engineer friend of mine from my HP days who was on the committe that developed JPEG in the 90s (he was also on the TIFF committee) and he says that while JPEG will compress files depending on what setting you use, the file size of the orgigial will determine how much the JPEG is compressed.
