Story with round number plates

I remember reading somewhere that engines with round number plates like the 454 were given to those crews who maintained their loco in excellent condition. The practice ended soon after the engines were pooled, which was sometime after the K-27s were purchased, thus no K-28s, 36s, or 37s ever had round number plates. If this is correct, does anyone know the criteria for obtaining the round plate?
