Not sure completely on the ties, but I believe they used larger trees as well when they had to, and cut them almost as a sawmill would, but by hand. Anyway, when it comes to tools for building a railroad in the period you're talking about, not much more was available. They did have horse drawn graders and things such as hand cranked drills for rails and such, but there wasn't a lot of specialized or heavy equipment.
