I can ad to Jason's info, according to a court decision a few years back.
The locomotive was originally deeded to the County in 1941. The town always thought it was thiers. The county pushed the ownership issue when it was being moved across Miner Street to the park it sits behind the moved school fouse that is not city hall. This was confirmed by the then Mayor who had a role in the fight.
