For what I know (and its not much) any time I have ever gotten a raise, it has meant more responsibility. Wheather it was directly handed to me, or more of a personal goal to prove my worth. If the C&TSMC wants more money, thats fine, but Im not here to determine how much. That is thier argument to handle. But, if more money is rewarded, more should be expected, and Im not here to say what either. However, if the C&TSMC fails to keep the momentum going, maybe there should be penalties to follow. We cant exactaly give the C&TSMC a 3 day suspension, or a write up. Wouldnt do much good. So we're left with an idea of bonuses. Maybe directly related to increased ridership. The higher the increase in ridership, the higer % increase in bonus. This way if we plateu out, the same bonus will be awarded, and if ridership is decreased, less or no bonus. To me, this would also make them want to take hold of the advertising and run with it.
Maybe I completly have the wrong idea, or maybe this could be a solution.
