Although I never practiced professionally, I did learn bridge design in collage. I am always examining different items and picking up different ways to deal with structures. As I recall, all three spans over the Chama river have the fixed footing on the timetable east end of the spans. I would not be surprised to discover that the timetable eastern end of the span had its restrained footing on the pier in the river and the partially restrained end on the abutment (reversed from the two we can tell about in the photos here). This would be to allow easier access to the partially restrained end for routine examination and maintenence.
On deck girder bridges (like Lobato and Cascade), the same fully and partially restrained footings would be under the girders only at the abutments.
