Here's another image from the same book as above. I suppose with the size of the Tipton commmunity, this must have been the water supply for domestic use as well as for the locomotives. No tracks in sight makes me wonder if they had pumps for lokies. Or perhaps this tank is located at a higher elevation. By the attire of the ladies I assume this is 1920 or earlier even though the siding appears to have been on for some time. The full siding from ground to roof also makes me wonder if it was insulated.
