I would note that in the immediate post-World War II years, the Railway post Office business kept many a long-distance passenger train operating. In the early years of the Eisenhower administration, the transition to air for first class mail began, particularly for intermediate distances. The railroads were only utilized when weather conditions kept the planes on the ground. It was not at all uncommon during that period, when the mail volume was high such as at Christmas, for the airlines to bump passengers and load up the seats with sacks of mail.
The post office department expected the railroads to keep sufficient cars on hand to handle its peaks and weather-related needs, but they were unwilling to pay for such stand-by services.
There was also some usage of Highway Post Offices on intermediate-distance routes, but they were also at the mercy of the weather in some areas.
