A Baldwin that recent would very likely be includeded in the PA State Archives at Harrisburg. Following is copy of prior posting that related:
You can build the entire locomotive with the original blueprints. .. all the original plans are in the State Archives at Harrisburg, PA and are now in the process of being sorted for distribution. (This is not the State Library) I can not give you the Web address but a search engine surely will find it for you.
When you reach them, you must find the correct Baldwin Construction Class code (they are not filed by construction number) and then the plans can be found. Most of the elevation plans have been sorted and now accessible. Tens of thousands of the very small plans are years down the road. Therefore if you want the brake-rigging or ash pan plans, for example, you might have a few years wait. No harm in contacting them. Many live steam builders are getting construction plans from them now.
The collection at Harrisburg is mostly later that the mid thirty. Many earlier plans are there but some are are at DeGolyer Library in Dallas, Texas at

Most material is now being obtained by on site visit but in future it will be accessed via the net and purchased that way. The cost at Harrisburg are not out of bound. Good luck.
