Rod, I suggest you contact Bob Craine directly with these comments. I agree with some of them, disagree with others. Currently I am not involved in any planning activities since my free time will be severely limited for the next few years.
IMHO there is a rough plan, but it will always be evolving as new opportunities present themselves. It is not unreasonable to have a written vision of what the passenger car restoration plan is, but it takes a lot of effort to research and document that plan. Often these things work better if there is a single leader willing to focus on that; unfortuantely I do not think such an indivdual has stepped forward.
My rough guess that to fully restore a car you are talking at least $200K; it would take a lot of railfan trips to recover that cost. From a "helping the operater standpoint", trackwork is probably a better use of that money. Not unless you find a set of individuals who are willing to fund that type of restoration. Maybe they'd get their names painted on the sides of the restored cars
