I haven't checked, but this is almost certainly our old "Friend" Bobby Jennings. He announced elsewhere that he was going to raise money to get a referendum on the ballot and let the people of Colorado do what he has otherwise been unable to do - kill off the railroad. His efforts to date have usually run the course of him making a threat, followed by someone looking into his allegations and finding them to be hyped and his "facts" to be dated. Hopefully this patten will be repeated again.
What I've never understood was his motive, he seems to be single mindedly dedicated to destroying the RR at any cost. Initially, he was mad because he put in a bid to run the C&TS - he even said he had offered $30 million, IF the commission could match him with $10 million. Now he's complaining about the state paying back money it owes the railroad based on the bi-state agreement. No matter, as I understand it, his bid to become operator was so superficial that it could never be seriously considered. Furthermore, no one involved could figure out who he was in the first place.
Still his dedication disrupting operations may be of some concern. He seems to have the time and may have the money to cause some damage. Or he may just provide the RR with lots of free publicity. I guess we'll see.
