Thanks for the reminder about the other outside frame locomotives. I do not have my White Pass roster with me. If I recall correctly, I think one of the locomotives the White Pass placed in the Skagway River as riprap is an outside frame 4-6-0 but again, I could be wrong.
I find the comment about the 69 and the width of its cylinders interesting. It would be interesting to know the actual width of the 69s cylinders vs that of a K-28. Perhaps that had as much to do with the view of the K-28s as anything else.
Still, given the need for heavy motive power as stated in the report you were so kind as to post a link to, it is hard to understand why the White Pass passed on a couple of K-28s for the 190s that were basically no more powerful than a C-16 up the hill out of Skagway.
Perhaps the K-28s were so beat up the expense to overhaul them was not worth the White Pass's investment required to return them to service.
