The U.S. Army stubbornly refused to listen to the veteran White Pass employees about how to operate the railroad. As a result, much of the equipment, both that of the White Pass and that which was brought up from the lower 48, was abused. In addition, the war time traffic volume on the White Pass was quite high.
Maintaining equipment was not a real high priority for the Army. The K-28s were reportedly not too popular with the White Pass personnel. The White Pass people thought the Alco products were good locomotives, they just were not as well liked as their own 70 class 2-8-2s, which may account for the reports of "dislike" for the K-28s.
When the war was over and the White Pass was turned back over to its owners, the physical plant had suffered a great deal.
That the K-28s were in such bad shape is not a surprise to me. It is a shame that no owner/operator could be found for them when they were returned to the lower 48. I bet the D&SNG would love to have just one of those K-28s back.
