Some evaluation sheets were dated the day after the AFE's wich would lead me to beleive the dog houses were probably already built in expectation of the union rules coming into effect .Some much later, which is what I would expect. The ones that the evaluation cards show a date before the AFE are strange though.
AFEs, boiler cards and evaluation sheets sure do tell you alot about the locos. The boiler cards state days of a month that an engine was leased which is great for RGS folks to see when the D&RGW engines were there.
