I don't know if you intended to refer to the CHS, or the Boulder County group. We, the BCRHS, are responsible for the lettering on 74's tender. The CHS had nothing to do with it. As has ALREADY been mentioned on this site, one of our volunteers has a tracing of correct lettering, and there are several people who have offered to fix it.
Now, large parts of the original tank were totally rusted through, just like 9's tank is now (that's why it's not behind 9 at the moment). Uhrich made every effort to reuse as many parts from the original tank as possible, and so many parts are original but some parts are new. Once you put on new parts, the paint won't match between the old and the new. So, a paint job is in order.
Of course, you already knew all that (and probably more than I do).
So, are you seriously suggesting that painting the restored tender was a mistake? Especially since we have correct lettering that can be applied? Or are you just trying to pick a fight?
Following your argument to its logical conclusion implies that no equipment should ever be restored at all, so I'll assume you're just trying to pick a fight. What's the point?
