"Adjustable gauge" in this case means that substituting wheel sets of different gauges will fit in the same truck frames. I have seen pix of GE 47 ton dropcabs (which is what 19 is) used by the Navy in Japan where the standard guage is 42". The had the same truck frames as 19. Look under the 19 and you will see the truck frames are a lot wider than needed for 3'
Kinda' like K-37 tender trucks could be also converted to standard guage - or anything else in the middle.
