the FEC pacific would be suited to the run down the valley. However the 2926 is too long to get around the 16 degree curves on La Veta.
The DGRW 1700 were the longest wheelbased engines to run over the hill. The 1800 were too long to run there. They did run 2-10-2's over the hill, but don't know what thier rigid wheelbase was.
Frisco 1522 would be a good engine to run there.
