Interesting. In reading the decisions by the STB concerning T.P., discontinuance was granted instead of abandonment until the UP could prove that the Moffat Tunnel route would not be overwhelmed by post merger traffic (2 years). There were numerous arguments against abandoment made by communities along the line, but only one shipper protested (ASARCO). Many of the communities indicated they would tender an OFA if the line was abandoned.
If the UP were to abandon the line, it would required to consider OFAs for the line, and perhaps UP has the attitude of "We don't want to operate it, and we don't want anyone else to operate it."
