Assuming 4 ties and 16 spikes per person (rounded up for the younguns and ladies in heels)
I wasn't feeling too energetic one evening about a month ago, so I ended up channel-surfing. The CBS Program "The Amazing Race" actually had a segment in which "contestants" had to visit the Heber Valley RR and either manually load a tender with coal or to construct a segment of (wide-gage) track.
Rather than put visitors to work, how about a reality television show, say "Survivor: Cumbres Pass?" There would be two gangs, each starting at a terminus. Which ever gang did more mileage in a week's episode would be the gang that got "rewarded" that week. I leave it up to others to come up with "rewards".
