When I was at the White Pass I looked into this matter a little. The WP&YR had light rail and the K-28s were heavier than most of the other White Pass power. The primary problem was that ice build up beside the rails is and was a major problem. The large counter weights and long stroke relative to driver diameter caused them to derail frequently. The steep side of White Pass is not a place you want to be derailed. By the way being derailed along the shores of Lake Bennett would be no picnic either. The White Pass avoided using #69 and its sisters in the winter on the US side of the pass. When they ordered the 70 class mikes they bought inside frame engines.
