Dick is correct. In timetable and train order operation, a train more than 12 hours late loses its authority to operate. So "no. 116" would have to be given orders as an extra to proceed.
My question would be, did this train actually operate as no. 116 between Chama and Cumbres? That would imply that it had left Chama less than 12 hours late, and been stuck on the hill for a couple of days. Or did it actually depart Chama as Extra 464-475 East, and the operator just marked it as no. 116 out of habit?
Or was it some combination - perhaps no. 116 had departed Chama, then returned to wait while the line was cleared?
