I’m going to chime in here as a Colorado Tax Payer.
Two-Three years ago when most of the big cuts were happening in Colorado to basically every budget in the state except for K-12, I was part of the Financial Allocation Board for the Student Senate at Fort Lewis College. The post gave me a very good look at what TABOR and Amendment 23 were doing to the state budgets.
From what I can tell, TABOR is not giving the Denver the ability or the option to write off C&TS, the truth in my opinion is TABOR is forcing it. The state budget offices only look at few numbers in the end and because of TABOR, all the money appropriated from Denver is bound by TABOR and Amendment 23 unless it’s federal money. The budget offices are forced by TABOR to balance the budget and items like transportation and historical preservation are much further down on the list than many people would like to see it.
I really hope Ref C & D pass because the state of Colorado needs it. Institutions like Fort Lewis College are predicted to have no funding from the state in 5 years if they don’t.
