AS far as I know every thing that was done on the
troop and hospital trains was done according to the same rules that governed ordinary traffic.
Further, if you worked for the RR you didn't talk
about troop trains or hospital trains. Most RRs
including the one I worked for had code words to
alert the workers that they would be servicing a troop or hospital train. The trains expected schedule also used this code word. With that atmosphere, I doubt that there would be any special marking that would attract attention to the train.
As for the third marker in the caboose cupola, it
was covered by the rule books and I believe was written to comply with ICC regulations. These regulations were changed in the earky 30's which
is why the lights were eliminated in 1935 per El Coke's post about cabooses being rebuilt.
