Good idea Sam. I like your thinking. Run only with the amount of track thats in GREAT condition to make the engines last, which will save millions each year in engine work!!! Those millions then can be spend on the rest of the track. Some cuts might have to be made if the revenues of the short trips do not generate the monies they get now. However this also means you could run more times per day, which would help for walk-ups and folks who don't want to spend all day on the train ride, nor want to spend that kind of money. I say run two optional trips.
One to Lobato trestle. Cross the bridge and back up and run the engine around on the siding, and tender-first back to Chama.
Trip two...Run to Cresco tank, then run around the train and back to Chama.
Work can be done out of Antonito to get tracks up to standards and run to Lava, and eventually Big Horn. Then back to Chama, and get the track fixed Cresco to Cumbres, and add the trip.
This idea is workable I think. Just needs to be fine tuned. They need to do something to get the most out of the money that goes into resources, and out of ticket sales.
