It looks like they finally went with a real engine, no word on what railroad it was or whether or not it moved under its own power. It might not have been a Mexican line at all, as the movie was partially shot in New Zealand.
Whatever they did, it seems to me the art director made some compromises. Those rounded (Baldwin?) domes are pretty anachronistic.
