How exactly does the reporter know that ridership is down "signifigantly" from last year? Note that no ridership numbers from last year are quoted in the article and as far as I know the former operator has never publicly released month by month ridership numbers for 2004 or any other season.
Obviuosly one can do the math and determine that 9 cars can carry more people than 4 cars and from that arrive at the logical conclusion that the former operator carried more people last year than the present operator has this year, assuming that all of the trains were full all of the time. However, without an actual ridership number from the former operator to compare with this conclusion is only a logical assumption and not a statement of fact. Unfortunetly, the reporter reports it as fact, with no back up.
