flanger indicator

I was wondering why none of the C&TS K-36 locomotives don't have a flanger indicator located in front of the smoke box? I noticed that the K-36's on the D&S have this device. Are the flanger devices still operable? I know the K-37's have this type of flanger as well, but never sported an indicator. I was also wondering if we will ever see the 487 without a pilot plow-just curious I was looking at some old photo's and came across the 487 without the pilot plow, it was kind of strange to see it.
