If the FRA inspectors found no exceptions with the engines, it means they were only looking for obvious safety defects, not any other issues. It suggests that they don't really want to assume jurisdiction over the loop, since the staybolt pitch on the #12 is non-FRA compliant. I suspect your insular status will remain intact.
