Umm. Maybe I'm missing something here, but why couldn't one or more of the Gramps tank cars be outfitted as extra water cars and handled right behind the engine? I realize that the tank would have to be steamed out to remove any remaining oil residue, and it would add weight to the train. Such a car, however, would certainly help out the logistics of the photo freights.
