With respect to where a new boiler for WW&F #9 can be built. Dillon Boiler Works in Massachusetts built the new boilers for the Edaville engines (#3,4,7 &
in the late 1950's. They probably are no longer in business or do not have the same engineering capacity as they did 40 years ago. However, it is worth a shot to see if they are still around. I don't remember what town they are/were in.
The biggest problem with building a new boiler for a locomotive is performing the proofing calculations to confirm the correctness of the original proportions, compliance with sections of today's ASME code that did not exist during the steam locomotive era and producing specifications and shop drawings that an ASME fabrication shop can use to build the boiler so it fits the frames.
I would love to get involved with a boiler design and can legally stamp the drawings and specifications with my P.E. stamp. However, this would be expensive and I really don't have much time right now. I suggest serious inquiries about new boilers, especially a new one for a little engine like the #9 approach Linn Moedinger at the Strasburg Railroad. He has built a replica of a Virginia & Truckee 2-6-0 and, therefore has some recent experience building new boilers from scratch.
