I work with many people who do this. A bit of history of film for the people out there who don't know. Silent film was shot at either 16 or 18 frames per second (fps). When talkies came, the speed was increased to 24 fps, which film is still shot at this speed. Television is 30 fps. When one tranfers a film to television, it is accomplished with a projector with five shutters instaed of four (The ones with four shutters will have flicker in them. Remember all of those high school films?) The fifth shutter eliminates this
flicker. Most projectors are a fixed speed, and when silent films are shown, evry thing on the sceen is running around very fast. When converting film to video, special projectors are available, but with fixed speeds. The are the Elmo Corp TRV-16G1 or the current model TRV-16H.
Now to answer the original question, look for a Bell and Howell 550 Auto-load projector. It has an internal switch to run at either 18fps or 24fps. It is still used at schools around the country.My university just deleted a bunch. If one is transferring this to video, one of our video producers here on the board could help you with that.
