Has the C&TSRR ever used the likes of this kind of labor? Any real use for them that would take the burden of regular maintenance to cars, and facilities away from the highly valuable mechanical and shop crews? Just a thought, as I know the C&TSRR budjet / finances are a touchy subject here. Looks like a workable form of manual labor to me. Any prisons close enough to make it workable?
