I'm pretty sure the book is out of print, but you can probably find a copy on www.bibliofind.com or one of the other used book search services. The actual title and author are:
"Garratt Locomotives of the World" by A. E. Durrant, ISBN 0-7153-7641-1, published in 1981.
An earlier version of the book was published as "The Garratt Locomotive" in 1969.
