Basically, it's my experience in the web industry that any public (and most private) entities use a "trampoline page" to go to off-site links. This way readers are warned that they're leaving the site and going to an '"uncontrolled" site. Most state and federal agencies are required to use such a mechanism. I don't know whether your site or the FOCTS site for that matter, are required to but you probably should think about it.
Part of the reasoning for the trampoline is that you want folks to know that you're not endorsing the target site, it's not under your control, and they shouldn't send you ugly emails if it's not what they expect.
For an example of a trampoline, you can go to the Texas State Railroad Site's Activities page (had to make it a train site

[www.tpwd.state.tx.us]. If you click the Rusk Chamber of Commerce link on that page, you get a page that tells you you're leaving the state site and where you're going. I personally don't like the mechanics of their trampoline page, but it works.
In any case, the new site really does look great!!
