What is the legal status of #30/74?

There has been some speculation about this engine on some other websites. I remember that when the CHS was scouring the countryside looking for any steam locomotive that there was some speculation that Boulder made some deals with the CHS to "use" their locomotive. One of the more interesting ones involved one free trip per resident of Boulder per year!
Can anyone tell me the exact legal status of #30/74? Who owns it? Who is paying for the restoration and what exactly are the details of the agreement to run the #30/74? Will it be restored to it's #30 look or will it be restored to it's C&S design with it numbered and lettered as #30? Will they punt the whole #30 routine and back date it to C&S #74? Will they letter it for the Georgetown Loop?
According to the CHS the #30/74 will be restored to operational status by July 2006. If it has been leased (or loaned) to the CHS, how long is the lease? Any information would be appreciated!
