Safety was a concern in certain instances, that is why handrails on a D&RGW Caboose might be white or silver.
Painting handrail iron black on a Pulmman Green car would be more decorative than for safety. Most, if not all D&RGW Passenger equipment would have black hardware iron regardless of body color.
The C&S painted handrail iron the same color as the body on all passenger equipment. Actually, this was the norm on all C&S equipment when in service. Many people think the caboose at Silver Plume, which sported black iron was the standard, but it wasn't.
