Early locomotives used gravity sanders. Most "modern power" used air sanders. Air is piped into a small venturi like device where the sand pipe attaches to the sand dome. Air is blown down the pipe, drawing the sand with it. The valve in the cab can be a lever for forward and back sanders, or a pair of small globe valves.
Steam was not used for sanders. The condensation of the steam would quickly plug the works up. For sanders to work properly required clean, dry sand with no moisture in it.
