I'm not sure the General would be that suprised, after all he made sure that William Henry Jackson got all over the line to take pictures of his trains, and I'm sure Jackson considred it to be lucrative business!
One thing the General did NOT like was photos of some of the difficult construction...he did now want the eastern money guys to get nervous.
