It's a false premise, isn't it?
There's an assumption that the current boiler is "pure 1925." Fireboxes and courses have been patched; braces, smokeboxes, dome caps, and rivets replaced; dry pipes, staybolts, tubes, flues, flue sheets - all post-1925 metal and workmanship, and much of it post-1968.
I don't buy the implication that there's something fundamentally different about the metal in the courses or the stayed portions. If "historical correctness" (or "conserving the artifact") is the goal, we're 35 years late - the locos would have been operated like PRR 7002, run until repairs were necessary, then parked with the last set of flues that were installed in Alamosa.
So if a new boiler is truly needed to keep a locomotive in service, I see no problem. "Historical correctness" can be served if needed by keeping the old boiler for some day in the future when the loco is retired, and it can be reinstalled.
The good news is that the 1999 update to Part 230 made it much easier to repair boiler courses, so it's very unlikely a boiler would have to be completely replaced.
