Kevin,
That's a big question ... I can tell you of one instance I am familiar with:
I began my career as a telegraph operator on the Illinois Central Railroad. Most wooden structures by that time were painted grey ... specifically "battleship grey." Seems the railroad was able to pick up a large quantity of that paint from the navy after WWII at bargain prices!
