CRRM published a reprint of a document prepared by the D&RGW in anticipation of NG abandonment. I think the date on this is 1941 or so--I don't recall if Santa Fe was included in the accounting. This is a detailed and fascinating accouting of the revenues and expenses of the entire operation, and I believe there is a note relating to the number of hands allocated to take care of particular stretches of track, and the implications of where they were based.
I bet you can still get a copy from CRRM. It comes with some map info for each section of the 3rd and 4th Divisions and is worth the money I paid for it.
