Do I understand it correctly, that the passenger engine and cars were coupled to the flanger and 484 when they derailed? Is this a violation of operating over un-inspected track with a passenger train? Someone should go to jail in that case. Only a work train can run over un-inspected track and a passenger train can never to coupled to a work train, even by D&RGW rules, besides the FRA rules. Track must be cleared of snow to be inspected by a qualtified inspector.
