Rick,
You are correct that keeping it indoors is "safer."
The Cal. State RR Museum has at least one engine on display that's still has "A" and they've not had a problem with it leaking out onto the floor or into the air as of yet.
On the downside, since they don't have a contamination problem they have no plans to removed the stuff, and don't want to start a fund to save up the money to do it because it would raise awarness that it's there.
